- NASA Goddard Space Flight Center (Greenbelt, Maryland) invites companies to license its Global Alert Resolution Network (GARNET), an enterprise software application capable of delivering emergency and time-sensitive alerts to affected individuals via a variety of communication channels. Alerts can be delivered to employees within an organization, or outside an organization to large pools of subscribers, such as organization and community members. Ideal for commercial, academic, and government communication plans, GARNET enables alert dissemination to multiple communication devices, including desktop computers (PCs and MACs), UNIX-based environments, cell phones, pagers, e-mail, and personal digital assistants (PDAs). - Commodity Chemicals from Renewable Resources - DuPont is seeking proposals for generating commodity chemicals from renewable resources. Small, universal mobile receivers are needed that are capable of receiving mobile satellite television signals. These receivers should be similar to those installed and used by satellite radio. - The Department of the Air Force is soliciting proposals to design a complete high-capacity radio frequency data link. This initiative seeks to develop and demonstrate the technology to transmit and receive data at 6-10 gigabytes per second through a persistent, all-weather, high-capacity data link using radio frequency. - The Department of the Army is seeking sources to validate its acquisition strategy for the Systems Engineering and Technical Assistance Contract program, first announced in October 2005. Systems engineering and technical assistance services are sought in ten functional areas, including technology and system development; threat estimation/projections; weapons lethality and effects estimation; and chemical, biological, radiological and nuclear support. - The Army is soliciting proposals for its FY 2008 contract program of basic research in behavioral science. This program encourages novel, state-of-the-art, and multidisciplinary approaches that address difficult problems, as well as programmatic efforts to develop and evaluate psychological and behavioral theory. Areas of interest include network science, training and learning, leadership, human resources, social systems, and affect and emotions. Standard awards and early career awards may be made. In FY 2007, standard awards ranged from $300,000 to $700,000 for a project period of 1-4 years. Applicants for early career awards may request approximately $110,000 for the first year of support; such applicants should be early in their research careers (i.e., less than five years post-doctorate) and have not previously received funding from ARI as a principal investigator. - The Department of the Navy is soliciting white papers to support the Next Generation Airborne Electronic Attack Enabling Capability project. This project is intended to be a five-year effort to develop subsystem and component technologies to required levels of technology and manufacturing readiness to support transition to a next-generation jammer program. The efforts solicited via this announcement constitute Phase 0. No awards will be made for this phase; however, for subsequent phases, approximately $2.5 million in FY 2008 funding is expected to be available for 10 contract awards having a project period of 4-12 months. - The Navy is soliciting white papers for its Radar Surveillance Discovery and Invention program. Algorithms are sought for fused or coherent cross-platform radio frequency sensing. The focus of this effort is to improve surveillance utilizing a network, not a fusion of disparate sensor products. Approximately $700,000 is expected to be available annually over fiscal years 2008-10 to support grants or contract awards with a project period of 1-3 years. - The Navy is soliciting white papers to identify advanced robotic technology developments that may be integrated into currently fielded and/or future explosive ordnance disposal (EOD) unmanned ground vehicle (UGV) configurations. A need exists for incorporating advanced autonomous capabilities into EOD UGVs to automate common tasks such as navigation, driving, and manipulation. - The Navy is soliciting white papers for the Littoral Anti-Submarine Warfare (LASW) program. The distributed systems processing project of this program focuses on developing and demonstrating automation technologies for distributed ASW systems. The primary effort will be field-level detection, classification and localization technologies, such as feature association across nodes and field-level tracking. Results are intended to be applicable to air, sea and shore processing sites. - The Navy is soliciting proposals for defense acquisition management and policy research to be conducted during FY 2008 as part of its Acquisition Research Program. This program supports investigations in all disciplines, fields and domains that: 1) are involved in the acquisition of products and/or services for national defense or 2) could potentially be brought to bear to improve defense acquisition. - The Navy is soliciting white papers pertaining to Edge organizations in the context of network-centric operations. This research opportunity outlines five research areas of interest in FY 2007: 1) hypothesis testing of Edge organizations, 2) near-optimizing knowledge and power flows, 3) infrastructure enhancement, 4) exploring and exploiting intercultural knowledge flows and organizational forms, and 5) emerging research. - The Navy will be soliciting proposals to develop two small-pitch, large-format, short-wavelength infrared focal plane arrays for use in daytime hyperspectral imaging sensor development. The focal plane arrays should have approximately 2,000 pixels in one dimension and at least 512 pixels in the other dimension and be mounted in cooling systems. One contract award is anticipated. - National Institutes of Health (NIH) agencies invite R21 applications to facilitate the discovery of new molecular probes for investigating biological function by funding the development and adaptation of biological assays for use in automated high throughput molecular screening projects. Approximately $4 million is expected to be available for awards. Applicants may request a project period of up to two years and a budget for first-year direct costs of up to $125,000. - The National Center for Complementary and Alternative Medicine invites U19 applications to support developmental centers for research on complementary and alternative medicine (CAM). These centers are intended to promote the development of CAM research expertise and infrastructure, support developmental research projects, and support enhanced communication and partnership-building between CAM and conventional institutions and investigators. Up to $200,000 in FY 2007 funding is expected to be available to support 1-2 new nonrenewable grants having a project period of up to four years. - The National Institute on Alcohol Abuse and Alcoholism (NIAAA) invites R01 and R21 applications for research in the interactions and impact of alcohol abuse and addiction on the biological mechanisms underlying HIV-produced neuronal dysfunction and damage that lead to the development and progression of central and peripheral nervous system disorders and complications due to HIV-1 infection. - NIAAA invites R01 and R21 applications proposing to integrate basic alcohol behavioral research and prevention-oriented interventions aimed at reducing alcohol-related HIV/AIDS risk. These interventions are intended to focus on individuals in their environments in a way that both individual and social/structural level determinants of risk behavior are measured and modified. - The National Institute of Allergy and Infectious Diseases (NIAID) invites R21 and U01 applications for high-impact basic immunology studies and innovative methods that may lead to induction of broadly reactive, neutralizing antibodies that can prevent infection by a wide spectrum of clinically relevant HIV-1 virus strains. - NIAID invites U19 applications for the Novel HIV Therapies: Integrated Preclinical/Clinical program. This program is intended to support collaborations between NIAID, academia and the private sector for the purpose of translating basic laboratory discoveries into innovative therapies for HIV infection. The primary applicant may be from academia or the private sector. Applications must be composed of at least three interrelated research projects and an administrative core; one or more scientific cores may be proposed. At least one research project must be from the private sector if the applicant institution is from academia; conversely, at least one research project must be from academia if the applicant institution is from the private sector. Approximately $3 million in FY 2008 funding is expected to be available to support the first year of 1-2 awards. Applicants may request a project period of up to five years and a budget for direct costs that respects the following limits: $650,000 for first-year direct costs for applicants proposing exclusively preclinical research throughout the five-year term; up to $775,000 for direct costs in any year that large animals are needed; and up to $1.3 million for direct costs in any year that clinical studies are conducted. - The National Institute of Dental and Craniofacial Research (NIDCR) invites R01 and K25 applications for research projects that utilize a systems approach to investigating complex biological processes of the salivary glands. Investigations that couple experimentation and computation are sought to generate integrative models of salivary gland signaling networks, cellular processes or functional modules. - NIDCR invites T32 applications from dental schools that propose to develop a joint DDS or DMD/master's degree training program. The master's degree must be in clinical/behavorial research or in public health. The goal of this initiative is to make research training an integral component of the dental school environment and encourage more dental students to pursue academic research careers by providing an opportunity to gain research experience. - A broad-spectrum biocide is needed for several industrial applications. In addition to being demonstrably effective on a wide variety of common bacteria, it should also deter molds and mildew. - The Department of Commerce is accepting nominations for the 2007 National Medal of Technology awards, the nation's highest honor awarded by the president to America's leading inventors and technological innovators. The medal was first awarded in 1985 after being established by Congress in 1980. It is given annually to individuals, teams or companies for accomplishments in the innovation, development, commercialization, and management of technology, as evidenced by the establishment of new or significantly improved products, processes, or services. Past awards have been made in such areas as technology product and process; technology management and policy; technology concepts; technology and human resource development; and environmental technology. Accomplishments have varied from achievements in telecommunications systems to leadership in cardiovascular surgery to the development of Kevlar® used in body armor in law enforcement and the armed forces.
